TERMS OF REFERENCE (TOR)

The Terms of Reference for the Strategic Plan Implementation Committee were agreed on as follows;

  1. To propose membership of the Specialized/Technical Committees to the Supreme Council for approval.
  2. To print and disseminate 1,000 copies of the Strategic Plan booklet to all Councils and Courts
  3. To develop a strategy for coordination of work of the Specialized / Technical Committees and report to the Supreme Council.
  4. To plan, monitor and evaluate the performance of the Specialized / Technical Committees as to their specific objectives and deliverables under their various Terms of Reference.
  5. To do a mid-term review in 2019 of the various projects and programs with a view to re-aligning them, addressing any challenges and ensuring flawless execution.
  6. To do a terminal evaluation of the Strategic Plan and its implementation in 2026 as a basis for the next phase of another Strategic Plan.

“The Strategic Plan shall be the Blue print, a broad framework under which more specific short, medium to long-term development initiatives would be planned with their own Business Plan” (P.89 SP)

SPECIALIZED / TECHNICAL COMMITTEES OF THE SUPREME COUNCIL

Members of the Specialized/Technical Committees are made up of Brothers who are experts or knowledgeable in the areas of focus. Members were therefore appointed from within and also outside of the Standing Committee of the Supreme Council.

  1. 1.      ORGANIZATIONAL RE-ENGINEERING COMMITTEE

Terms of Reference (TOR) of Committee:

i.            To undertake Organizational Re-engineering of the Supreme Council to make the management and administrative systems more efficient and results-oriented

ii.            To task all Regional Advisory Boards to submit proposals on the re-naming or re-organizing the Regional Councils where possible to reflect the ecclesiastical orientation of the Catholic Church along Diocesan lines and make recommendations to the Supreme Council for consideration.

iii.            To implement the indexation of all Councils to various existing Parishes where possible to make them more effective in their operations

iv.            To work with the Constitutional Review Committee to create an Executive Committee with defined membership, functions and responsibilities.

v.            To work with the Constitutional Review Committee to review the membership of all Cabinets; i.e. Supreme, State, Regional and Adult Councils to bring them in line with the provisions of the Constitution so as to be more effective.

vi.            To create pathways for strategic growth of the Noble Order in terms of numbers and quality and be able to retain members as part of the growth strategy and our lay apostolate.

vii.            To coordinate the expansion and growth of the Noble Order for its future sustainability hinging around the opening of new Councils and also the growth of the Junior Order to feed the adult Councils.

viii.            To work and recommend for the opening of and consecration of new Councils in countries like Sierra Leone, Liberia, Cote d’Ivoire and Burkina Faso.

ix.            To develop policies that will strengthen the Marshallan Youth and possibly re-categorize them to be able to bring out the best in them. This way, they will develop in their various age brackets within the Junior Order so as to grow to feed the adult Councils.

x.            To develop strategies to attract quality members into the Noble Order with the right education and spiritual grounding for the growth of the Noble Order.

xi.            To develop modalities that will encourage internal twining where more endowed Councils adopts weaker Councils and supports them financially and for their spiritual upliftment

xii.            Encourage and promote where possible the building of Temples for our Council sessions instead of using classrooms.

  1. 2.      BUSINESS OPPORTUNITY IDENTIFICATION AND INNOVATIONS COMMITTEE

Terms of Reference (TOR) of Committee:

i.            Have a more focused and holistic development plan i.e. have a master plan for the CL 1 / SC land to make maximum use of the only land currently available to the Supreme Council

ii.            Initiate some landmark project at the Supreme Council in collaboration with the 90th and Centenary Anniversary Planning Committee for the celebration of our 90th and 100th Anniversaries in 2016 and 2026.

iii.            Explore and recommend viable business opportunities for the Supreme Council such as setting up a Financial Institution, Rubber Plantation, owning and running a Montessori school or luxury coaches for hiring in partnership with other Councils where appropriate on a profit sharing basis.

iv.            Pool all funds of the Supreme Council into a single purpose vehicle for the purpose of Investing for profit and growth of the Supreme Council

v.            To form a limited liability Company to engage in for profit business to support activities of the Noble Order i.e. own and operate a Television station (Equity Multi-media Ltd), to provide quality teaching of Science and Mathematics for the rural poor and as a platform for Evangelization by the Church.

vi.            Secure a better Insurance and welfare package under the Marshallan Securities Trust for Brothers just like other kindred Orders.

vii.            Have a liaison office of the Supreme Council in Accra as the National Capital in collaboration with any of the Accra Councils for strategic reasons i.e. to serve as a Secretariat for business and also fraternal relations (Marshallan Centre for Fraternal Relations)

i.            To develop a user-friendly Financial Administrative Policy Manual to guide financial transactions of the Supreme Council.

ii.            To control ad-hoc and discretionary spending to improve on the weak financial base arising from over and or unbudgeted for expenditures.

iii.            To ensure proper Budgeting and planned spending of the available financial resources to guarantee sustainability of various projects and more meaningful charity works of the Noble Order.

iv.            To organize fund raising activities to raise funds for the various business opportunities available to the Supreme Council or working in collaboration with other Councils.

  1. 4.      CONSTITUTIONAL REVIEW COMMITTEE

Terms of Reference (TOR) of Committee:

i.            To review the Constitution to reflect organizational reforms and in line with changing demands.

ii.            To work with the Organizational Re-engineering Committee to create and Executive Committee with defined membership, functions and responsibilities.

iii.            To collate solicited suggestions for the consideration of the committee for inclusion in the reviewed constitution.

iv.            To submit draft of the reviewed constitution to Supreme Council by September 2015.

v.            To ensure approval of Constitutional amendments   and the adoption of the revised Constitution by January 2016

  1. 5.      RITUALS REVIEW COMMITTEE

Terms of Reference (TOR) of Committee:

i.            To review rituals to make Council meetings short and more meaningful

ii.            To develop a manual to document and have standard meaning on the spiritual significance of various rituals that would enhance member’s knowledge and appreciation of the rituals.

iii.            To develop strategies to reduce length of Council meetings to a maximum of 3 hrs by 2015.

iv.            To incorporate into the rituals the explanation at each stage of the rituals to bring out clearly their spiritual significance.

v.            To develop for incorporation in to the ritual for Councils to devote some time for spiritual exercises like Bible readings and reflection or spiritual talks by Chaplains and or other Senior Officers of the various Councils to deepen spiritual formation of members

vi.            To develop in collaboration with the Chaplains, schedule for implementation within the year, the organization of retreats and life in the spirit seminars for members of the Adult and Junior Councils.

  1. 6.      RESEARCH AND ADVOCACY COMMITTEE

Terms of Reference (TOR) of Committee:

i.            To serve as a Policy Think-Tank under MAREDES to gather evidence for Marshallan leadership to make public pronouncements on national issues.

ii.            To develop ways of energizing MAREDES, make it the objective voice of the Noble Order and use it as platform for more systematic Research and Advocacy and Charity works.

iii.            To write Proposals to various donors and development partners seeking their support for various initiatives of the Supreme Council under MAREDES.

iv.            To play an active advocacy role by working towards influencing relevant public sector policies.

v.            To collaborate through the Knighthood Forum with our counterparts the Knights of St. John International in advocacy for greater impact especially on burning national issues that MAREDES is able to Research on and generate evidence to engage in public policy advocacy.

vi.            To organize Advocacy activities like Press Conferences, or Policy dialogues on issues raised by the Catholic Bishops Conference in their communiqués.

vii.            To ensure that various charity and social development activities that may be undertaken by various Councils also collaborate with MAREDES for greater impact.

ii.            To liaise and coordinate lines of communication on all issues that are of interest to the Noble Order.

iii.            To manage and control all lines of communications within the Noble Order and with the General Public and or other Stakeholders.

iv.            To co-ordinate all communications for public functions of the Supreme Council

v.            To develop guidelines with the view of promoting the Noble Order and its business ventures.

i.            To ensure Supreme Council has a computerized database and information systems at the headquarters for effective communication and management within the various Councils.

ii.            To ensure the establishment of a dynamic and interactive website for knowledge sharing especially in matters of our faith as Catholics.

iii.            To liaise and obtain relevant information for publication on the website in line with our communication policy.

iv.            To develop Information Technology Policy Manual for consistency and effective information flow and management.

v.            To ensure the engagement of National Service personnel annually who are Marshallans with ICT background to strengthen the Supreme Council’s information and data management.

iv.            To develop strategies to ensure that the Noble Order is more visible and recognized as a credible agent of evangelization and social transformation by 2025

i.            To develop syllabus of courses of study associated with the various degrees to ensure continuous spiritual and social development of members.

ii.            Train, equip and certify Training of Trainers (ToT) to lead in the teaching of the various courses of studies throughout the country and other countries where the Noble Order operates.

iii.            To publish the Manual on Guide to Courses of study as the authentic teachings of the Noble Order in line with Catholic doctrines and the Catechism of the Catholic Church.

iv.            To create a program for Councils to organize periodic classes for members on the Social Teachings of the Church and other doctrinal issues

The Strategic Plan booklet has been printed and is available for sale at GHC6.00 for purchase by all Brothers and Sisters.

COORDINATION OF THE IMPLEMENTATION OF THE STRATEGIC PLAN

  1. For ease of coordination, the Grand Court would have similar Specialized /Technical Committees to plan the implementation of the Strategic Plan.
  2. The two parallel Implementation Committees will coordinate the implementation with a focus on their respective Councils and Courts and at the Regional levels.
  3. All the Specialized / Technical Committees would appoint their Chairmen and Secretaries and co-opt other members where necessary
  4. All Committees would have up to January 2015 to submit their first report on work done to the Supreme Council and Grand Court.
  5. The Strategic Planning Implementation Committees would coordinate the work and reports of the various Specialized / Technical Committees and report to the Supreme Council and Grand Court.
