The Marshallan Medical Fund (MMF) was launched on February 22, 2014 by the then Supreme Knight, Sir Knight Brother Ekow Painstil and Grand Lady, Most Respected Lady Sister Margaret Yirenkyi (Grand Lady) to establish a formal means by which the Noble Order supported very ill brothers and sisters. The MMF, is truly, a marshallan charity at work because the annual levy each member pays is used to support a needed brother or sister.

  1. OBJECTIVES OF MMF

The Objective of the Marshallan Medical Fund (MMF) is to support critically ill members of the Noble Order who require emergency surgery or other medical interventions, which are outside the scope of the National Health Insurance Scheme (NHIS).

  1. LIST OF MEDICAL CONDITIONS COVERED UNDER MMF

The MMF supports two (2) categories of conditions – Regular and Exceptional categories. The following medical conditions are currently covered under the MMF under the regular category.

1. Stroke 7. Kidney Failure
2. Heart Attack 8. Major Organ Transplant
3. Vascular Surgeries 9. Major Burns
4. Heart Valve Replacement 10. Joint Replacement Surgeries
5. Paralysis of Limb(s) resulting in permanent loss of use of limb(s) 11. Conditions threatening loss of eye sight
6. Solid and Blood Cancers  

 

The MMF Board reviews and approves on case-by-case basis support for the Exceptional Cases Category.

 3. ELIGIBILITY CRITERIA

The MMF is open to all members of the Noble Order in Ghana. The MMF does not extend to brothers and sisters outside Ghana. A member should have paid in full their MMF levy of GHS20.00 per annum for the current year and the previous two years and must satisfy the 2 requirements of critical illness (11 conditions listed above) which is not covered under the NHIS.

 

  1. MMF BENEFIT

The maximum MMF benefit paid to a member who satisfy all the conditions in section 3 above is currently pegged at GHS4,000.00 effective since January 2023. These are usually cases under the regular category. For the exceptional category, a maximum benefit of GHS2,000.00 is paid to the member applicant.

 

  1. PAYMENT BY COUNCILS AND COURTS TO MMF

All Councils and Courts are required to make full payment of MMF levy of GHS20.00/member in the first quarter of the year into the MMF Bank Account provided below:

Councils and Courts are required to submit (i) cover letter, (ii) scanned copy of bank pay-in slip and (iii) list of paid up members by email to mmf@marshallan.org or by post to P. O. Box CT4612, Cantonments, Accra.

  1. APPLICATION PROCEDURE

The MMF is managed through a TRUST DEED.

 

A brother or sister who desires to apply for MMF assistance would have to submit a completed application form, endorsed by the Advisory Board of Council or Court. The application form is available in downloadable form from the Marshallan website, www.marshallan.org. The completed form should be emailed to mmf@marshallan.org for processing.

 

Upon receipt of the completed application form, the MMF secretariat reviews to ensure completeness of application. The application is then forwarded to the ASSESSMENT COMMITTEE (AC) for a recommendation. The AC comprise 3 representatives of the Supreme Council and 2 representatives of the Grand Court with some of the membership of the AC experts in the medical field. The AC output comes in the form of a recommendation for (i) full or part payment of maximum benefit or (ii) rejection of application.

 

The MMF approves/amends recommendation of the AC and the secretariat executes the recommendations.

 

  1. MMF FUNDING

The MMF has been funded from three (3) sources from inception. These include donations, contributions from members and interest income from investments. Some details are provided below:

  1. Donations;
    • Supreme Council (received 2014) – GHS5,000.00
    • Marshallan Welfare Fund (received 2015) – GHS5,000.00
    • Grand Court (received 2015) – GHS5,000.00
    • MRL Sister Anderson Yeboah (received 2016)               – GHS1,500.00
      • TOTAL – GHS16,500.00
  1. Contributions from members at
    • 00 per member per year from 2014-2017
    • 00 per member per year from 2018 to 2022 and
    • 00 per member per year since January 2023, and
  • Interest Income from investments initially at Dalex Finance but currently at MST and MaSIF only.

 

  1. ESTIMATED CURRENT VALUE OF MMF (as at June 30, 2023)

The MMF is estimated to have a value of approximately GHS571,586.14 comprising:

 

  1. Investment with MST (estimated)               = GHS303,944.60
  2. Investment with MaSIF (actual)                              = GHS234,106.47
  • Bank balance at at June 30, 2023                             = GHS  33,535.07
  1. TOTAL VALUE OF MMF (June 30, 2023)                              = GHS571,586.14.
