The Supreme Council and the Grand Court have created a new portfolio as part of measures to streamline things in the Noble Order of the Knights and Ladies of Marshall. The portfolio is the Monitoring and Evaluation Officer (M&EO).

For the Supreme Council, Worthy Bro Samuel Kingsford-Arthur is the SM&EO while Respected Lady Sis Adelaide Benneh is the GM&EO.

We bring you the duties and responsibilities of the new officers.

 

 

Duties and Responsibilities of the Supreme Monitoring & Evaluation Officer (SMEO)

The Supreme Monitoring & Evaluation Officer (SMEO) is primarily responsible for overseeing and managing compliance within the Knights of Marshall, ensuring that the Supreme Council and its Committees are complying with:

 

  • Regulatory requirements
  • Internal policies and procedures

 

The SMEO is the steward of the Order’s compliance strategy, structure and processes and is responsible for standards and implementing procedures to ensure that the compliance regime throughout the Supreme Council and its Committees are effective and efficient in identifying, preventing, detecting and correcting noncompliance with applicable rules and regulations.

 

He will also monitor agreed programmes and projects and report any deviations.

 

The SMEO has to provide reasonable assurance through Executive Committee to the Standing Committee and the Supreme Council that there are effective and efficient policies and procedures in place.

 

The SMEO shall report through the Executive Committee to the Standing Committee of the Supreme Council about important issues and material violations.

 

The SMEO exists:

 

As a channel of communication to receive and direct compliance issues to appropriate resources for investigation and resolution.  He is an internal resource to whom concerned parties may communicate after other formal channels and resources have been exhausted.

 

SMEO’s duties include:

 

  1. Maintaining current knowledge of laws and regulations,keeping abreast of recent changes
  2. Providing guidance to the Executive Committee, Standing Committee of the Supreme Council, Regional Councils and Adult Councils on issues of compliance.
  3. He will work with the Executive Committee in developing policies and programs that encourage members to reportsuspected fraud and other improprieties without fear.
  4. Reportingon a regular basis on the progress of implementation of projects and programs, and assisting these components in establishing methods to improve efficiency and to reduce the vulnerability to fraud, abuse, and waste
  5. Analysing, evaluating and coordinating internal compliance review and monitoringactivities, including periodic reviews of Committees, Regional Councils and Adult Councils as may be required.
  6. Working in concert with the Executive Committee, may investigation matters related to compliance, including coordinating internal investigations and taking corrective action.
  7. Monitoring internal and external audit reviews,maintains awareness of compliance issues, and in conjunction with the Executive Committee responds to administrative inquiries related to compliance issues or audits
